Stopping the SQL server service and restarting will stop an ongoing packet
storm. If you do not have Internet connected SQL servers, or other reason to
permit external SQL traffic, you can/should block port 1434 at your firewall.

Looks as if this is an attack directed at port 1434 on SQL Servers and
could be a worm.
