xinetd service problems

I set up a couple of machines with a minimum install of Red Hat 7.2 .
I am having a problem logging into the machines with ssh, telnet, ftp,
etc...

Telnet connects and then disconnects with the message on the remote
machine "connection closed by foreign host." The log on the host
machine reports "libwrap refused connection to telnet from " (remote ip
address).

Ftp connections are just "refused."

Ssh remote connections fail with "ssh_exchange_identification:
connection closed by remote host." The log on the host machine just
says "refused connect from" (remote ip address).

I have been through all the configuration files and I can't find a
reason for this. SInce all the remote services are inop, and both
machine have the identical problem, I am assuming I missed something in
a configuration file common to all the services. I have tried turning
off the firewall and that did not help. Any ideas about where to look?

By the way, the ssh, telnet, ftp clients all work on these machines.
They connect everywhere else just fine. Just can't connect to them.

(I will probably kick myself when I find out what it is )
