Network talking

I have these 2 linux servers. Now they can both talk to the internet if I
wish...however they cannot talk to each other. Both running static IP's
192.168.0.1 and 192.168.0.15. 192.168.0.1 is my dns server, pinging a location
fro mthe dns server will return the correct IP address. So DNS is working
properly. However it cannot ping 192.168.0.15, and the other computer cannot
ping it either. I can ping the DNS server from a windows machine, but cannot
ping 192.168.0.15 from the windows machine. After doing an ifdown and ifup on
the computer that isn't talking, it says:
RTNETLINK answers: File exists
but it assigns it still IP address back just fine. Any ideas?
