Subject: executables from windows files

I'm getting this message when I try to execute a file that I've copied from
a windows box. When I pull the same file directly from the web onto the
linux box, and do a chmod and then execute it, it works. What is going on
in the conversion from a windows box to a linux box that would be causing
this?
bash: ./iisfilter_gen.txt: bad interpreter: No such file or directory
