Subject: creating new database in MYSQL

Hi:
How can I creat a new database in MYSQL other than test, which is there by default. I am using this command as root:
mysql> GRANT ALL ON newdatabase. * TO mysql_mehran;
but dosen't work. It says command not found, any help is appreciated.
